Executive and Management Committee

President

Shall administer and be responsible for all affairs of the Club and shall chair all meetings appertaining to the administration of the Club, except as provided for in these Rules, and shall report to each Management Committee meeting, those activities undertaken on behalf of the Club.

The President shall be ex-officio on all committees and sub-committees.

Deputy President

Shall assist the President, deputize as required and in the President's absence, assume the responsibility and authority of that office.

Secretary

Shall conduct all the correspondence of the Club, be responsible for the clerical administration of the Club, and for the exhibiting of all instructions and notices on the notice board.

The Secretary shall ensure that records are kept of the business of the Club, including the Rules, By-Laws and Regulations, register of members, minutes of all general and committee meetings, and a file of correspondence. These records shall be held in the custody of the Secretary.

The Secretary shall be empowered to receive moneys and issue receipts on behalf of the Club and shall account for all such moneys to the Treasurer.

The Secretary shall be ex-officio on all committees and sub-committees.

Treasurer

Shall control all financial aspects of the Club as authorised and outlined in the Rules, and pay such accounts which have been presented to the Management Committee and approved for payment.

The Treasurer shall ensure that all monies received by the Club are paid into an account in the Club's name as soon as practicable, and without deduction, and that a receipt is issued.

The Treasurer shall ensure that correct books and accounts are kept, showing the financial affairs of the Club. These records shall be held in the custody of the Treasurer.

At each meeting of the Management Committee, the Treasurer shall produce the Club bank books or statements, cheque books and a financial statement containing a list of accounts for payment, unpresented cheques, and a full reconciliation.

The Treasurer shall prepare annually and present to the Management Committee, a statement of receipts and payments for the current financial year, and a balance sheet detailing the Club's assets and liabilities at the end of the financial year.

Club Captain

Shall be responsible for the conduct of members in all Club activities, for the general education in surf lifesaving and surf awareness, for the discipline of members and for the conduct of surf lifesaving operations, including competition and training activities and the use and management of all Club equipment.

The Club Captain shall ensure that patrols are arranged and that proper records are kept of all patrol duties, and can reasonably assign any member of the Club to assist with any Club activity.

Vice Club Captain

Shall assist the Club Captain in the discharge of that officer's duties and in the absence of the Club Captain, shall have like powers and authority.

The Vice Club Captain shall be the patrol supervisor and be responsible for the efficiency of patrols and shall maintain a complete record of attendances and all lifesaving work performed by members.

Chief Training Officer

Shall be responsible for the instruction of all members to qualify for the various Association examinations, shall have power to call four meetings of the Club instructors each season, and shall report to the Management Committee any member failing to attend drills, training or meetings when so instructed.

The Chief Training Officer shall be responsible for arranging Association examinations of candidates for awards.

The Chief Training Officer must hold the Association Instructors Certificate.

Chairperson of the Junior Activities Committee

Shall be elected by the Junior Section members and shall be responsible for the administration and operation of the Junior Section, and shall chair meetings of the Junior Activities Committee. The Chairperson shall report regularly to the Management Committee on the activities of the Junior Section.

Assistant Secretary

Shall assist and act under the direction of the Secretary and shall further assist that officer by notifying officers and members of various matters, by co-ordinating the entry of members to carnivals, by co-ordinating arrangements for Association examinations, and shall act as Secretary during the absence of that officer.

Assistant Treasurer

Shall assist and act under the direction of the Treasurer, and shall act as Treasurer in the absence of that officer.

The Assistant Treasurer shall oversee the Club's trading activities and report monthly to the Committee on such activities.

Chief First Aid Officer

Shall be responsible for the care and upkeep of the first aid room, including equipment and first aid materials.

The Chief First Aid Officer shall ensure a record of all incidents and first aid rendered is maintained.

The Chief First Aid Officer should be the holder of an appropriate Ambulance or First Aid Award.

IRB Captain

Shall be a responsible for the care and upkeep of the IRB and shall arrange for members to be trained to qualify as IRB drivers.

The IRB Captain shall have authority to require any member to assist in the launching and housing of the craft.

The IRB Captain must hold the appropriate Association award for IRB Driver, and be an Active Member of the Club.

IRB Vice Captain

Shall assist and act under the direction of the IRB Captain, and shall further assist that officer by co-ordinating water safety for training and competition.

The IRB Vice Captain shall act as IRB Captain in the absence of that officer.

The IRB Vice Captain must hold the appropriate Association award for IRB Driver.

Publicity Officer

Shall report matters of general interest of the Club's activities and social functions to the local, district and city media.

The Publicity Officer must not enter into a media controversy with any other club or member, and no personalities, criticism or mention of domestic affairs of members are to be reported.

(Surf) Boat Captain

Shall be responsible for the care and upkeep of the surf boat or boats, and endeavour as far as possible to instruct the members as boat crews. The Boat Captain shall be an Active Member of the Club.

The Boat Captain shall be empowered to call on any member to assist in the launching and housing of the boat.

Life Membership Committee

Consists of the President and the Club Captain, and 3 Life Members.

The Life Membership Committee shall meet on or after 1 May each year if required to consider nominations (if any) received for Life Membership.

Convenor - Competition Sub-Committee

Shall be responsible for organizing Club competitions and the selection of teams to represent the Club in inter-club competitions.

Office Bearers

Youth Activities Coordinator

The Youth Activities Coordinator shall report to the President and promote and support programs for Members between 14 and 17 years of age, and assist them to identify future opportunities for them in the Clubhand surf lifesaving.

Registrar

The Registrar shall report to the Treasurer and be responsible for recording and updating membership information in the SLSA database of members in consultation with the Junior Activities Registration Officer and Club finance officers.

Clubhouse Maintenance Officer

Shall identify and arrange in consultation with the Management Committee, for repairs, servicing and maintenance to be carried out to the Club house.

Radio Officer

Shall be responsible under the direction of the Club Captain for the care and upkeep of all radio equipment, and public address and communication equipment.

Patrol Secretary

Shall be responsible for all clerical work relating to life saving and patrol matters, and shall assist the Club Captain in that regard.

Gear Stewards (Rescue Craft Maintenance Officer)

Shall assume overall control of all lifesaving and competitive equipment and arrange repairs through appropriate Club officers; they shall report details of damaged or unsafe equipment to the Club Captain.

Competition Organiser (Pointscore Organiser)

Shall be responsible for the organisation and conduct of intra-club competition.

Team Manager

Shall ensure all members entered in carnivals are appropriately qualified, and arrange entries. He or she shall assume responsibility for the conduct of touring teams as required by the Association, and conduct the carnival point score and generally attend all carnivals.

Team Captain

Shall be responsible for the organisation and conduct of members attending inter-club carnivals.

Vice (Surf) Boat Captain

Coaches – Beach, Surf, etc

Coaches shall report to the Surf Sports Manager and be responsible for coaching of members in their respective disciplines. Coaches shall be accredited as required under SLSA regulations.

Social Secretary

The Social Secretary shall report to the President and develop plans for and organize Club function and other social activities. The Social Secretary may call upon the assistance of other members for specific functions.

Club Reunion Organiser

Bar Manager

The Bar Manager shall be appointed by the Executive Committee in consultation with the Manager of the Licence, and shall be responsible for bar operations and replenishment of stock. The Bar Manager will be the appointed Assistant Manager of the Liquor Licence. The Bar Manager must hold a Responsible Service of Alcohol Competency Certificate.

Manager of the Liquor Licence

The Manager shall be appointed by the Executive Committee and report to the Treasurer.

The Manager will be responsible for overseeing the operation of refreshment sales and ensuring activities are undertaken in accordance with the Club’s Liquor Licence.

The Manager must hold a Responsible Service of Alcohol Competency Certificate.

The Manager of the Licence may also assume the role of Bar Manager, in which case the position of Bar Manager will be known as Assistant Bar Manager.

Safety Officer/s (OH&S Committee)

The Safety Officer shall report to the Secretary and be responsible for ensuring the Club’s health and safety procedures are up to date and

Webmaster

The Webmaster shall report to the Secretary and be responsible for maintaining the Club website.

Other Office Bearers and Positions (Elected as required)

Branch Delegates

Shall attend all meetings of Surf Life Saving, Illawarra and shall submit in writing to the Secretary, a report of the proceedings at the meetings which they have attended as delegates.

In the event of their inability to attend a meeting, the delegates will be required to secure a substitute, so that the Club shall be adequately represented at such meeting.

A delegate absents from two successive meetings of the body to which he or she is a delegate, may be replaced by the Management Committee unless the delegate can show reasonable excuse for such absence.

The Branch Delegates shall carry out all instructions that are received from the Management Committee.

Delegates from the Junior Activities Committee

Shall be elected by the Junior Section membership and shall report to the Management Committee on any difficulties experienced by the Junior Section or Junior Activities Committee, and shall act as liaison between the two groups.

Assistant Chief Instructor

Shall assist and act under the direction of the Chief Instructor and shall further assist the Chief Instructor by co-ordinating all resuscitation training.

Board and Ski Captain (Surf Sports Captain)

Shall be responsible under the direction of the Club Captain for the care and upkeep of all water craft, excluding IRBs and surf boats.

First Aid Officers

Shall assist the Chief First Aid Officer in the upkeep of the first aid room and shall render first aid to the public and members as and when required.

Competition Secretary

The Competition Secretary shall report to and assist the Team Manager by arranging entry of members to inter-club carnivals and championships.

Hon. Photographer

Shall as requested by the Executive Committee, take photographs of Club activities and events.

Caretakers

Shall be responsible for the security of the Club house and shall report any immediate problems or concerns to the Secretary or Club Captain.
